Affordable Housing Development
To create or preserve long-term affordable housing for very low-income households
Hennepin County offers several grant opportunities and programs to support housing and development projects throughout the county. To maximize county resources and make the application process more efficient for those seeking funding, the county solicits an annual coordinated affordable housing development request for proposals (RFP) every year. The RFP is typically posted during the first week of January. Programs that may be included in the annual RFP are listed below with more information.
Affordable Housing Incentive Fund
The Affordable Housing Incentive Fund (AHIF) provides capital financing to create or preserve long-term affordable housing units throughout Hennepin County for very low-income households. Applicants may include government agencies, nonprofit organizations, housing developers or lenders. Financing may support acquisition, rehabilitation and new construction activities.

Community Development Block Grant
The Community Development Block Grant (CDBG) supports support neighborhood renewal, housing development, homeownership, and social services for suburban cities in Hennepin County that do not receive funding directly from the department of Housing and Urban Development (Bloomington, Eden Prairie and Plymouth), and public service agencies.

The HOME Investment Partnerships Program
The HOME Investment Partnerships Program (HOME) is a flexible federal grant program that allows Hennepin County to fund affordable housing activities for very low and low-income families or individuals, homeless families, and persons with special needs.
