A disaster recovery collaborative (DRC) exists in each of four emergency management planning areas. The DRCs work closely with local city emergency response and recovery operations, and community-based relief organizations.
Collaborative participants include:
- Public and private sector human services agencies
- Behavioral health organizations
- Faith-based groups
- Volunteer organizations active in disaster (VOAD)
- Education institutions including libraries
- Federal, state and local government organizations
- Businesses
- Other interested parties

The North DRC serves: Brooklyn Center, Brooklyn Park, Champlin, Crystal, Dayton, Golden Valley, Maple Grove, Medicine Lake, New Hope, Osseo, Plymouth, Robbinsdale, Rogers
South DRC
The South DRC serves: Bloomington, Eden Prairie, Edina, Hopkins, Minnetonka, Richfield, St. Louis Park
East DRC
The East DRC serves: Minneapolis, St. Anthony, unincorporated areas in Hennepin County
