Project status and updates
Hennepin County plans to reconstruct Lowry Avenue to make it a safer, more comfortable street for people walking, rolling, biking, using transit and driving to the many different communities and businesses along the corridor.
Updates will be posted here and sent out to our Lowry Avenue email list which you can sign up for at the bottom of this page to receive the most recent construction and design information.
Phase 1 construction begins in 2024
As the county begins Phase 1 construction in 2024, we will reach out to corridor area users, business owners and residents to inform them of detours, upcoming work and other project developments.
The Phase 1 designs include the following features:
- A shared-use path along the northern side of the corridor for people walking, biking and rolling along the northern side of the corridor
- A repaved road with a three-lane design, including one lane of traffic in each direction and a center turn lane for a smoother roadway with a 4 to 3 lane conversion
- Wider boulevards that provide more space between traffic and people walking or rolling
- Center medians at Madison, Quincy and Fillmore streets to make it safer for people crossing the street
- New signals including improved crossings with pedestrian-activated flashing beacons at Washington and Fillmore street intersections to help people walking and rolling
- The portion of the design at the intersection with Central Avenue has been removed to better coordinate with the METRO F Line bus rapid transit (BRT) project and future Minnesota Department of Transportation studies.

Phase 2 designs in process
Phase 2 of the project is currently in preliminary design. The Phase 2 design will use feedback from our ongoing public engagement efforts and build from the Phase 1 layout features.
The project team is planning to seek approval of the designs from the City of Minneapolis by the end of 2024, then finalize designs and begin construction on Phase 2 in 2026. Dates are subject to change.
