Community Development Block Grants
Community Development Block Grants (CDBG) allow local governments to address a variety of local community development needs. Hennepin County allocates CDBG program funds from the U.S. Department of Housing and Urban Development to suburban Hennepin County cities and service providers either directly or through a consolidated pool.
2020 CDBG request for proposals for public service activities
A request for proposals for public service activities is currently open through Thursday, February 20.

Up to $450,000 is available to support public services for low- and moderate-income residents in 2020.
Eligible applicants for the CDBG public service RFP include:
- Nonprofits
- Government agencies
- Community-based organizations
- Tribal organizations
2020 funding priorities
Top Hennepin County priorities for CDBG funding in 2020 include emergency assistance such as temporary or short-term housing assistance and homelessness prevention.
Other priorities, include:
- Domestic abuse counseling
- Financial counseling
- Job training
- Senior services
- Senior center programming
- Tenant advocacy
- Youth counseling or programming
Other CDBG funding
CDBG funds are also allocated by Hennepin County to cities directly and through a consolidated pool of smaller suburban county cities. The RFP for consolidated pool funding will be posted the week of January 13th, 2020.
Nine cities receive CDBG funding directly from Hennepin County: Brooklyn Center, Brooklyn Park, Edina, Hopkins, Maple Grove, Minnetonka, New Hope, Richfield, St. Louis Park.
Three cities receive CDBG funding directly from the U.S, Department of Housing and Urban Development: Bloomington, Eden Prairie, Minneapolis, and Plymouth.
Activities eligible for funding include
- Preserving and creating multifamily rental housing
- Preserving and creating single-family homeownership
- Supporting agencies that provide public education and outreach services for job training, homelessness prevention, fair housing, financial literacy, emergency assistance, domestic abuse shelter and counseling, senior centers, senior services, at-risk youth counseling, youth activities and
- Improved community facilities and infrastructure
- Neighborhood revitalization
