Hennepin County receives federal funding from the U.S. Department of Housing and Urban Development (HUD) for housing and community development projects in suburban cities. The county works with suburban cities to use these funds for a variety of purposes and projects that primarily serve low and moderate income residents and families.
Additionally, three suburban cities receive federal funding directly from HUD: Bloomington, Eden Prairie, and Plymouth. These cities prepare their own plans and reports that are also included on this page.

The 2023 draft housing and community development action plan shows how Hennepin County and partner cities plan to use approximately $7.5 million in annual federal funds and program income for affordable housing and community development projects in suburban cities over the coming year. This yearly action plan directs federal funds through three primary programs:
The public comment period will be from April 3 to May 2, 2023. A public hearing for the 2023 draft annual action plan will be held on Tuesday, April 25, 2023 at 1:30 p.m. before the Hennepin County Board of Commissioners. Comments will be taken in person or online during the hearing. Written comments will also be accepted during the comment period.

More than 2,000 Hennepin County residents offered input into the plans through in-person and online engagement activities.

This information is included in a document referred to as the Consolidated Annual Performance and Evaluation Report (CAPER). These reports are meant to show how the county and cities are working towards goals outlined in the five-year action plan. They serve to both satisfy federal requirements and provide information to the general public.
The Hennepin County CAPER includes information on all Hennepin County cities except those that receive their own funding, including Minneapolis, Bloomington, Eden Prairie, Minnetonka, and Plymouth.

The below second Amendment to the 2021 Annual Action Plan (the Plan) proposes the use of funds that Hennepin County received from loan repayments originated with HOME Investment Partnerships (HOME) Program. The HOME Program's sole purpose is to create affordable housing.
2021 Annual Action Plan Amendment 2 (PDF)
Amendment 1 to the 2021 Action Plan outlined the proposed use of $6.4 million in federal funding. Hennepin County received these funds as part of the American Rescue Plan Act of 2021, which appropriated $5 billion to be administered through the HOME Investment Partnerships (HOME) program. The funds are intended to provide homelessness assistance and supportive services.

The Amendment to the 2019 Action Plan proposed the use of funds that Hennepin County will receive under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to be used to prevent, prepare for, and respond to the coronavirus (COVID-19).
Hennepin County received additional Community Development Block Grant (CDBG-CV) funds through the CARES Act. The key priorities for CDBG funded services are emergency assistance and homelessness prevention. In May of 2020, Hennepin County made an amendment to the 2019 Annual Action Plan, adding funds from the first round of CDBG-CV to fund emergency rental assistance through the network of service providers in Hennepin County. The second round was used for homeownership assistance, with counseling through the Minnesota Homeownership Center’s network of counseling agencies. It also funded navigators for both renters and homeowners looking for assistance.
The first round using the special allocation of CDBG funding through CARES Act was $1,726,395 and the second round was $2,560,222, totaling $4,286,617 between both rounds.
Hennepin County opened a minimum five-day public comment period to gather comments and feedback on the draft Amended Plan on March 16, 2021.
